Debra was Deputy Legal officer of a Trade Union working on public policy issues for Health Service Employees. She qualified as a solicitor with Anthony Gold in 1992. She was a Partner and Head of a Housing and Public Law department at a firm in West London which undertook immigration and community care cases. She rejoined Anthony Gold in August 2000.
Debra's wide experience is reflected in her adeptness at handling a broad range or cases, whether dealing with issues within the public or private sector. Her cases predominantly entail residential property disputes, but she also undertakes property issues involving elements of both commercial and residential property disputes. Debra is renowned for her robust negotiation skills with the objective of resolving disputes effectively, bearing in mind the expense of litigation.
The type of cases Debra handles are:
- damage to property, whether through housing disrepair (subsidence, flood damage, rodent infestation) or dilapidations in commercial properties;
- freeholder / managing agent and leaseholder disputes;
- disputes about property ownership rights (misrepresentation; adverse possession; land held in trust, boundary / party wall etc);
- rectification and remedies sought in the Land Registry and Leasehold Valuation Tribunal;
- professional negligence cases entailing property valuations, surveys and management;
- possession proceedings; general building disputes.
In public law cases, Debra specialises in cases concerning local authority decisions on service provisions in various disciplines such as housing, social welfare, community care, the environment (consultations on planning issues) and education (admissions, exclusions and special education needs). Debra acts for local schools where she has gained a reputation for assisting in resolving disputes which would otherwise have escalated.
In a public housing context she has acted for many ex-service men and women in relation to issues over homelessness and seeking re-housing.
Debra is an appointed member of the Law Society Housing Committee. She is a member of the Housing Law Practitioner's Association and the Property Lawyers Group. Her articles have featured in various law journals and she is a peer reviewer for Oxford University Press. She is involved in local initiatives to foster relations between Anthony Gold and wider community business and charity projects. Debra is the firm's Compliance and Regulation Officer.
