Head of Department

Andrew is a Partner and head of the housing and property dispute resolution department. He specialises in all aspects of residential and commercial property dispute resolution with a particular emphasis on social housing.

Andrew also has substantial experience of judicial review and other public law work, particularly in housing related matters.

His reported cases cover such matters as the scope of a Local Authority’s duty towards intentionally homeless persons, decisions in the Lands Tribunal relating to residential service charges, and the enforcement of a mortgage over commercial property

In Chambers 2012, an independent guide to the legal profession, Andrew is ranked as a leading individual in the field of social housing. Chambers says Andrew "has been involved in judicial reviews, defended possession cases and handled disrepair and nuisance cases on behalf of tenants over the past year. He has particular expertise in residential long leases". The Legal 500 2011 ranks Andrew as a "leading individual" and recommends him for his "good judgement and breadth of knowledge".

After obtaining a first-class degree from Trinity College, Oxford, Andrew qualified as a solicitor in 1994 and became a partner in 1997.

Andrew’s clients include tenants and other private individuals, social landlords, private landlords and commercial organisations.

Andrew spent six years as chair of the Housing Law Practitioners’ Association. With a longstanding interest in social housing, Andrew has also been a board member of a housing association in south London. He is currently on the editorial board of the Journal of Housing Law and regularly writes and lectures on housing law.

Andrew has also recently been appointed as a Deputy District Judge on the Southern Eastern Circuit.
